The United Kingdom and the United States have agreed to a important trade agreement that will guarantee no tariffs on British pharmaceutical exports entering the American market.

Key Provisions of the Deal

As part of the deal, the UK has pledged to boost expenditure on drugs through the public health system. This move guarantees that import taxes on these vital products will be held at nothing for a duration of the next three years.

This deal is in response to recent warnings to dramatically increase tariffs on branded pharmaceutical imports, with increases mentioned as high as double the cost.

"This agreement with the UK bolsters the international landscape for innovative medicines and introduces long-overdue equity to U.S.–U.K. medicine commerce," an announcement noted.

Commercial Impact

Drugs represent one of the UK's most significant export categories to the America, which is easily the largest destination for leading British pharmaceutical firms.

Export figures show that in the year prior to last September, the UK sold medicines valued at over eleven billion pounds to the US. This figure made up nearly one-fifth of total UK exports in that period.

"This guarantee secures work, boosts capital expenditure and facilitates the UK to become a worldwide center for life sciences," the Business and Trade Secretary stated.

Key UK Commitments

The pact entails several key pledges from the United Kingdom:

  • Price Threshold Increase: The UK will increase the affordability limit at which it considers new therapies to be unaffordable by 25%.
  • Increased NHS Spending: There is a target to raise total health service expenditure on treatments from 0.3 percent of Gross Domestic Product to 0.6% over the next decade.
  • Payback Limit: The sum drug companies must pay back to the NHS to control costs will be capped at 15%. In the past, refunds topped twenty percent.

Recent Tensions

The deal comes amid a protracted row between the sector and the British authorities over spending levels and approval rates.

These tensions were exacerbated by arguments that American consumers were paying significantly more for the same drugs than people in the other developed nations.

Over the last 18 months, several large drug company projects in the UK have been halted or abandoned, while multi-billion-dollar funding commitments have been directed toward American operations.

A senior figure stated that the NHS must increase expenditure on drugs, noting that its expenditure on drugs had decreased as a proportion of its total funding over the last ten years.
