American senators are meeting during the weekend for the initial time since the federal closure began over a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to recede as Republican senators floated a proposal unacceptable to Democrats: eliminating the Affordable Care Act, known as Obamacare.
Growing Consequences of Government Shutdown
The effect on Americans from the lengthiest closure of the US government in history deepened on Saturday, as federal workers went unpaid, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.
Trump's Plan from Florida Resort
As weekend meeting got under way, Republican senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Support
Several Republican senators praised the proposal, which is comparable with a alternative for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is truly better for the patient," one senator stated.
Another senator commended Trump's suggestion on online platforms, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We need to stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."
Democratic Reaction
Opposition lawmakers expressed alarmed responses to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been defeated by voters and Congress."
Another lawmaker responded to the censure of insurance companies by writing: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? Then I welcome your support for universal healthcare."
Ongoing Talks
The Senate adjourned without finding a solution, but Senate Republican leaders have signaled an openness to an emerging plan from a handful of centrist lawmakers to terminate the shutdown in exchange for a later vote on the Obamacare payments.
One Democratic senator, who is leading the talks among centrists, said that Democrats "need another path forward" after Republicans rejected an proposal to reopen the government and extend the payments for a year.
Another senior Democratic senator continued in arguing that Republicans should accept a one-year extension of the subsidies before negotiating the future of the tax credits.
"Doing nothing is irresponsible because citizens will go into debt, people will become uninsured, people will get more ill," the senator stated in a Senate address. "That's what will happen if this Congress does nothing."
Political Dynamics
None of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the support of eight Democrats to reopen the government, and the idea of eliminating and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.
Some observers indicated that the core of such a plan would remove the ACA's mandate that carriers cover individuals with pre-existing conditions.
After his resort visit, Trump returned to his private club and reiterated on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a version of the proposal that was unsuccessful to garner enough backing in 2017.
